The Amt für Ausbildungsförderung of your Studentenwerk Halle is responsible for implementing the BAföG for the following universities in Saxony-Anhalt:

After the summer semester 2020 brought many pandemic-related restrictions in the higher education sector, the state of Saxony-Anhalt is planning to change the higher education law so that the standard period of study for all students enrolled at a university in Saxony-Anhalt in the summer semester 2020 should be increased by one semester (status Beginning of October 2020). The planned change also affects the regulations in the Bundesausbildungsförderungsgesetz and is currently intended to help students who have to present the performance record in accordance with § 48 Paragraph 1 BAföG for the winter semester 2020/21 or whose previously fixed maximum funding period ends in September 2020.
In anticipation of the planned change in the law, the state has commissioned the Ämter für Ausbildungsförderung to implement the planned regulation now so that there are no funding gaps for students. For this reason, we would like to inform you below about the details of the funding treatment for the summer semester 2020.
1. Proof of achievement
From the fifth semester onwards, training grants for attending a university are usually only paid from the point in time at which the trainee has submitted proof of performance in accordance with Section 48 (1) BAföG. If you were able to provide the necessary services despite the pandemic-related restrictions, please submit the proof of performance to us. If you were unable to achieve the level of performance required for a positive record of performance in the summer semester 2020 due to restrictions on courses and examinations due to the pandemic, there is a possible exception of further funding for the winter semester 2020/21 without submitting proof of performance. If you want to make use of this exception, please inform us accordingly when you submit your application for training grants. Funding will then be approved for the 2020/21 winter semester, subject to revocation, meaning that the funding decision can be revoked by the Ämter für Ausbildungsförderung with effect for the future in the event of a parliamentary rejection of the planned change in the law. If you make use of the exemption, please also remember that you must submit an application for further funding for the period from the beginning of the summer semester 2021.
2. Maximum funding period
The training grant is paid regularly until the end of the standard period of study (maximum funding period). Funding beyond the FHD is usually only possible if there are reasons that justify a corresponding measure within the meaning of Section 15 (3) BAföG.
Exceptionally, however, there is also the option of further funding for the 2020/21 winter semester without the aforementioned requirements if, due to pandemic-related restrictions on courses and examinations in the 2020 summer semester, you were unable to achieve the level of performance required to complete your studies on time. If you want to make use of this exemption, please inform us accordingly when you apply for training grants. Funding will then be approved for the 2020/21 winter semester, subject to revocation, meaning that the funding decision can be revoked by the Ämter für Ausbildungsförderung with effect for the future if the planned amendment to the law is rejected by parliament.
In connection with the exception regulation described, we would like to draw your attention to the fact that if you have made use of it for the period from the summer semester 2021 onwards, you can apply for training grants again if you have not yet been able to complete your training by then. With this application, however, a justification must be submitted in which you explain the reasons for exceeding the FHD and explain to what extent these reasons delayed the completion of your studies.
3. Further information
The new regulation also has an impact on students for whom the proof of performance is not yet due or whose maximum funding period has not yet expired. When the amendment to the Hochschulgesetz comes into force, the submission deadline for proof of performance and the maximum funding period will be extended by one semester for this group. We will inform you about this separately.
In addition, the proposed amendment may affect the benefit of students who were enrolled in the summer semester 2020 in the 4th semester and the winter semester 2020/21 Specialization changes to make. In these cases, please take advantage of our on-site advice.
